The encyclopedia was first announced on the forum at alfirdaws.org
and the announcement was then copied to the al-farouq.com site.
The author goes by the name of Layth al-Islam [Lion of Islam] and is a recent arrival on the scene, having only started posting on 06 October 2005.
He says that he spent the last two years studying nuclear physics, and the six archive set of files appears to be his own work regarding how to make a nuclear bomb.
He has also been observed posting material about IEDs, and has been actively exchanging information with members of the Ezzedine Al Qassam Brigades of Hamas, in particular one Abu Jandal al-Filistini, a Gazan who is very active in the jihadist forums.
The files have been distributed via the file-sharing services of turboupload.com.
